Open HxD64.exe
Depending on the version of DirectX that you use, select your desired game.exe.
It’s easy to open the game.exeA. Just follow the steps below.
These directories contain both. exes and.exes.

Then, choose “witcher3.exe”, and then save the file to your directory.

After you have selected the.exe, you should be greeted in the following:
It’s very easy to replace hex codes from this tab. Just press CTRL +, then select the tab “Hex values”, and search direction select on “All”. In the “Search for:”, space, enter the following hex code, “398E E3 3F”. In replace, enter your preferred resolution at which your cutscenes will be displayed. The values are shown below:
2560×1080 = 26 B4 17 40
3440×1440 = 8E E3 18 40
3840×1600 = 9A 99 19 40
5120×1440 = 39 8E 63 40
5120×2160 = 26 B4 17 40
6880×2880 = 8E E3 18 40
In mine, the replace field is filled in with the 2560×1080 hex value. You can see it below:
After you’ve completed your values, click on “Replace All”. The program will tell you if 3 entries have been changed. The button below will allow you to save the work.
