How to get 6 skill points even when you don’t want skill at lvl10

 
1. Raise skill to lvl9 and use skill book. Never ever use skill book on lower level skill. 
2. If you don’t want that skill, do it anyway and respec your character, you will get 6 skill points and now you can put them wherever you want. 
 
 

Explanation

 
Skill books gives you 1 skill level regardless of its point cost. Respecing gives you back your points. 
 
Test it yourself: 
Save game, respec character and look how much points you have. 
load, use skill book and respec. You will have more skill points (difference is cost of the level gained from book). 
 
 

Munchkin use

 
You can superboost one character by using all skillbooks (at cost of many respecs). You will unlock many usefull traits, but it’s not so usefull when you don’t have enough perk points, so don’t overdo it
