The full impact of this is not known. Don't go ahead with this step if you aren’t confident. This is a serious issue that you will not be able launch the game unless and until they fix it.

It should be possible to restore access if you only delete the two files. However, corruption may occur again if you do not delete the entire SOULHACKERS2 folder. The entire SOULHACKERS2 folder can be deleted. It will then clean out the cloud, saving (and theoretically).
 
 
You can go either way. I was unable to save manually so I deleted the folder. You might want to save your save if you play the game a lot. In that case, delete the two.DAT files. However, this is at your own risk.
 
 
 

The Problem

You were able, however, to play the game. However, when you booted up this time, you were stuck in a "spinning glass of doom" screen and could not continue.
 
 
 

Root Cause

ATLUS/SEGA does not know how to create software to verify the integrity of files and to correct any issues. This means that cloud saves can become corrupted during sync. You can manually resync the corrupted data files but that won't fix the problem.
 
 
 

Solution

You must delete the local user data storage for the game. Windows requires you to navigate to your Roaming AppData directory. If Steam is installed on the C drive, and your login username is "JSmith", your path will be C:\Users\JSmith\AppData\Roaming . To open the main Windows Explorer folder, click on the folder name and then type it into the address bar.
 
 
Go into the SEGA folder, then into the SOULHACKERS2 and finally into the SystemData folder. Now you are going to (via the path above.
 
 
AppData\Roaming\SEGA\SOULHACKERS2\Steam\150288879\SaveData\SYSTEMDATA
 
 
Delete "data.dat", "systemdata.dat"
 
 
If you have never saved a manual file, or you don't know how to do it, you can just delete the whole SOULHACKERS2 directory.
 
 
Game should be running now. If the game does not run correctly, disable cloud save and follow these steps again.
