Night at the Library – Locked hatch in Downtown Sewers

 
You’re probably here because you’ve read the vtmb fandom walkthrough for the quest “Night at the Library”. That walkthrough says that after finding the note on the far end of the pier you should go to Downtown Sewers and locate the library entrance, then you found a locked hatch there. 
 
Vtmb Fandom walkthrough is missing an important part: 
before going to Downtown you need to go to Santa Monica’s Coffee Shop, do not confuse it with Santa Monica’s Smoke Shop, those are 2 different places. The Coffee Shop located next to Gallery Noir. After entering the Coffee Shop, go find Scott’s laptop inside a room, after reading all of his notes the quest log will update and the hatch for the Library – in Downtown Sewers – will finally be opened.
