Phase 2: Survivors
Phase 3: Coalition
The purpose of this guide is to provide help to players stuck on important quest objectives which aren’t too clear in the original creator’s guide. My main effort will be focusing on the introduction of the Coalition (completing “Establishing a Connection” and making it happen. In this regard, I will be not necessarily elaborate on (i.e. discuss how to get the items) and even skip most item gathering quests that explicitly list what they want. Rather, I will be focusing on the completion of storyline-propelling quests (particularly whom to see and where exactly to go), including those received after the unlocking of the “Familiar Faces” achievement.
While writing this guide I was listing all the quests but that isn’t my purpose here and I don’t want to step on the toes of the map creator who made a guide that covers the item-fetching quests AND the trading that can be done with the NPCs (https://steamcommunity.com/sharedfiles/filedetails/?id=2341557571). So out of respect and in the interest of efficiency, I took them off to focus on quests that aren’t as simple. My goal here is simply to thoroughly clarify where I feel that the creator could have been clearer. So, if a quest is missing here, it’s because it’s a simple quest of the fetch-these-items nature that the map creator has already handled most eloquently on the above-linked guide. If I did leave one of those quests in my guide, it’s because I found my lazy commentary funny and I hope you will too.
Icarus: Christening the Ground
The first quests can be found upon making you way by sea or air to Icarus, the Safezone which is impossible to miss on your map (M).
There, you will find what I will call (most importantly) the Main Building, Square, Dock, Back Building, and Ruins:

Below I have provided a the map of Icarus with the buildings labelled as I will refer to them for this guide.
With the brief of Icarus complete, we can now move on to the major questslines.
Also, note that while I’ve listed Amira behind the other quests, the first three of four quests can be completed before even starting any Concord quests. I daresay I would even recommend starting it first. In my mind, this questline is the most important.
Phase 1: Concord
The first wave of quests is done with the organization known as Concord. There are many quests available which I will divide into three categories:
Other than Amira’s questline, Concord quests can be said to be “paced” by MGen Isaac’s three quests. This can be thought of as three stages:
- Everything leading to Operation 1: Hydrate or Die-drate
- Between Op 1 and Operation 2: Desert Shield
- Between Op 2 and Operation 3: All Necessary Means
Completing a certain amount of Military and Civilian quests will eventually prompt Concord Officers to tell you to talk to Isaac to go on an Operation. At this time, any military quests which were available and were not completed will not be available. The officers will just tell you to go see Isaac. Civilian quests will always be available, as far as I can tell. Technically speaking, the simple requirement for a certain amount of quests done before the next operation means you don’t even need to do all the boss-zombie quests that civilians give you.
Concord Civilian Quests
Some are available from the beginning. Some NPCs, like Farid and Rashad, spawn after successful operations so you won’t find them at first.
Khalid and Salma: Head into the Clouds
You can talk to either Khalid or Salma in the Square to start and conclude this quest.
The children are to be found in Hawally on top of things and out of reach of the zombies.
Zainab is on top of the bank neighboring the hardware store. Get up there and save that kid!
I was really cheap and just stacked a bunch of crates to make a staircase. Don’t be like me who forgot ladders were in this game. Be smart. Just use a ladder.
A child saved. Talk to him and I guess he notionally goes into your inventory or accompanies you.
This quest isn’t part of my main effort but it isn’t as explicit as “Give me this item” so to be thorough, here’s the location on the map for Zainab.
To find Ahmad, go to the tall building in the south-west of Hawally and go to the very top floor.
Ahmad is hiding on the roof. No crate-staircase sloppiness needed here. You can just jump on the balcony and have a chat with the lad.
Return to Icarus to talk to Khalid or Salma and the quest is finished. Zainab and Ahmad will be with their parents in the Square.
Adnan: The Perfect Rod
Adnan is on the boat at the Dock. He gives a quest to craft a Fiberglass Fishing Rod. He gives you a fishing rod. Fish to find the parts.
Give a man a fish and you feed him for a day. Give a man a fishing rod, make him fish for parts to make a better fishing rod to give to you, have him keep it anyways, make him fish for something you’ve been hunting for a while and let him keep it when he finds it anyways, and you make a man sick of fishing quests.
Anyways just give Adnan the new rod when you’re done. What’s the worst thing that could happen?
No! I want to go back! No more fishing! Fish until you get a “Shark Plushie”. That will get you the achievement “Squeek”.
Find Farid in the Radio Building.
He’s willing to give you a handgun in exchange for flowers and chocolates for his wife. That’s pretty intense.
Hurray! She was pretty happy.
Feeling nostalgic to the days of putting a suppressor on a revolver? Rashad’s in the Square and he has you covered. Give him what he wants, and he’ll give you an Ace.
Concord Military Quests
When meeting MGen Isaac in the Main Building, he tells you that you can talk to Snow for things to do. BGen Snow will give you quests of a gathering nature from food to military weaponry. Her quests are randomly repeatable (repeatable quests randomly chosen from several) and can help fill the amount of quests required for Isaac to send you on an operation. In this manner and because her quests aren’t necessarily unique or necessary, I will not be commenting on any of her quests.
Major Augustus: Skulled
Maj Augustus can be found in the Flag Building, where he asks you to get a skull on top of some scaffolding outside.
It’s up there just out the back door of the Flag Building. I had trouble getting the skull at first, which is why I’m including it in this guide.
If you climb the ladder, you can just reach it. If you were like me and tried (in your case hopefully just thinking of trying) a lot of other wacky things like jumping out of a helicopter, this is for you.
Operation 1: Hydrate or Die-drate
Op 1 is a simple boss kill. You could kite the boss or just shoot from beyond the radius from which it would respond.
When shooting any zombie from really far away, they won’t do anything when hit. It’s a free kill if you have enough ammo. So make sure you get that. Note: I spawned in some coalition items (how fashionable) while in this playthrough to make this guide. This stuff isn’t available until Phase 3, but that doesn’t mean it’s impossible to shoot from a distance.
Operation 2: Desert Shield
For Op 2, you clear a horde in Salmiya. It’s useful to climb on top of something using a rope ladder.
Operation 3: All Necessary Means
Just like the simulations Operation 2, but in Kuwait City. And do it three times.
And here we are! The end of the Op. Now we can finally finish continue the Amira questline. To be continued in “Phase 2”. If you’re wondering how I got here since Isaac is still telling you to do things for people, it’s because you haven’t been doing quests, so he didn’t call you to go on operations. Remember my intro? I’m not going through a majority of non-questline quests.
Phase 2: Survivors
To find the Survivors in the mainland, use your GPS. Hit “M” to look at your map and switch it from “Chart” to “Satellite”
What do you know? There’s another safezone!
The entrance, for people like me who circled the mountain for longer than I’d like to admit not being able to find the cave entrance since I was too low. I will call this place the Cave. Nice and simple.
Kyra: The Isaac of the Mainland
Remember the “Stages” we went through with General Isaac? Kyra’s like that in the sense that after doing enough quests for the Survivors in the cave, you can talk to her and more will spawn. However, Kyra won’t send you on operations like Isaac. Rather, she’ll just tell you that she saved some more people like so:
and when you turn around, you’ll see them. What a neat trick, eh? They’re either really quiet or really fast.
This bloke wasn’t here before…
Once you’ve done enough Survivor quests, Kyra will say this:
Turn around and there he is! The lad is going bonkers.
Maybe we’re all going bonkers.
Upon exiting the Cave and walking a little bit west, you’ll see a floating blue eye. Head down there, jump and interact with it. (I see now as I upload this that I used this picture for my cave location picture. This whole guide is a big spoiler anyways)
The next eye is in the center of Hawally. I forgot to take a picture of it Trust me, you can’t miss it. The wall there has the eye graffitied onto it too.
The third eye is in Kuwait City, in the south-western building with its third floor boarded up. The eye is on the third floor.
Once again, I forgot to take a picture of the eye itself Can’t miss it. Too easy.
Once the three eyes have been interacted with, go to the top of the mountain where the Cave is. Our Ushanka-clad friend is lying down up there. Completing this will give you the achievement “Always Watching.”
The Main Effort: Amira’s Questline
Although it is more or less a “Civilian” Quest, Amira’s questline is perhaps the most unclear but most important questline, and quest four, “Establishing a Connection,” requires the completion of the Concord and Mainline questlines. Completion leads to the “Familiar Faces” achievement and I see it as the overarching quest of the first two phases of the Kuwait Story.
Amira Quest 1: Ship Sighting (and Heaven’s Eye)
Amira can be found to your left when entering the Main Building. Talk to her to begin first quest “Ship Sighting”.
It is suggested that you will need a telescope, so you will need to find someone with one. On the southern side of the Main Building, you will find a ladder.
After ascending the ladder, you will find Atlas, who has a telescope which needs repairs (Side quest time.) As discussed earlier, this isn’t a “go grab this stuff” quest that you could bypass using the @give command or where you could find the items in different locations, so I will continue describing the course of action.
You’ll need to go to the marked but unlabelled camp in the south of the map, labelled below:
The required parts are on the floor under one of the tents. Pick them up and return to the roof to repair the telescope.
After that’s done, wait until night to ask Atlas if you can use the telescope.
Once that’s done, you can return to Amira to finish the quest.
Amira Quest 2: Piece by Piece
For this quest, Amira will need you to fetch a radio in the hardware store of Hawally, which can be recognized by its sign.
The radio is tucked away on a shelf next to the counter.
And that’s it! Once you’ve collected it, return to Amira to complete the quest.
Amira Quest 3: Radio Repair
For Amira’s third quest, you’ll need to get the radio repaired. She says someone on the island can do it (convenient, right?).
Talk to LCol Dominic in the East Square Building and choose the “Could you fix this?” option.
As always, nothing is so simple as he’s lent out his tools to four Concord members. You’ll need to talk to them to get them back.
2Lt Flora in the East Square Building,
Capt Maria in the Medical Tent,
Col Philip in the Flag Building,
and BGen Snow in the Main Building.
After that, you can return to Dominic. However, he indicates that while the radio is fixed, more must be done to actually connect and not just receive. Return to Amira and let her know.
Amira Quest 4: Establishing a Connection
This quest doesn’t exactly start clearly.
It is at this time that the Amira questline can’t advance without the completion of Phase 1 (Concord) and Phase 2 (Survivors). See those sections for information on completing the prerequisites for the next step.
If you’re reading this part, I assume you’ve completed “The Eye.”
Parts? Ah, radio parts. The ones that haven’t been a hassle to get. Weston, in the Cave, is “the one with the rocket launcher.”
Enter the cave and talk to Weston:
Plenty of people calling each other “the one ___.” Kinda cryptic. Surely by now Weston realizes that you’re the main character in this game with all your running about and being a lethal errand-boy.
Head back to Icarus. The white-haired one is there.
Tell Krieger about Weston and she’ll meet you at the Cave.
At the cave, Krieger and Weston will send you on your merry way to the Radio Tower with your parts.
Krieger tells you the Radio Tower is in the C8 grid. Some say it looks like two dots on the map, but I recommend just looking at the satellite. You might even be able to see it from where you’re standing as you exit the Cave.

The Radio Tower. You want to go into the actual building, not the tower itself.
And the radio is placed there. It’s back to Icarus for you. Amira will be so pleased.
Except Amira isn’t where you left her. At this point I thought I glitched out and when I couldn’t find her around the island I reset my world and did this all over again. I was about to despair when I saw a glimpse of her on the roof of the Main Building. It was quite embarrassing.
Amira has moved to the top of the Main Building with Krieger, no doubt to see the ship that we’re trying to call in.
And not in vain, as a ship begins to appear on the horizon after you talk with Amira.
Head on over east past the Shore Camp and you’ll be greeted by some Coalition folks.
After talking with the Admiral, you’ll have gotten the achievement “Familiar Faces.”
Phase 3: Coalition
With the Coalition starts Phase 3. After speaking to the Isch, talk to Isaac, get permission, and then let the Admiral know.
After this, the Coalition troops will move into the Back Building and the Shore Camp.
Coalition: Uniform Distribution
The Coalition will make its Main Command quarters in the eastern room of the Back Building.
Your first task from Admiral Isch will be to distribute uniforms to the Concord. Note that you only need to give uniforms to the Officers of the Concord, not the troops manning the watchtowers or the two Sergeants who show up after Operation 1.
It’s a good idea to pick up Major Sydney’s “Leadership Lessons” quest to do at the same time. After giving an officer a uniform, ask them for their leadership advice.

Coalition: Leadership Lessons
For this quest, each Concord officer can be asked for leadership tips after they receive their new uniform. That’s why this quest is most efficient when done simultaneously with “Uniform Distribution”.
Okay, but I still don’t know what you did with that skull, Gus.
Coalition: Help Get the Word Out
It’s an item-gathering quest. You know how I am. Find him what he needs.
Coalition: Morale Booster
This is a fun one.
The key is to ask Ensign Astrid what she thinks is the matter with morale. She will give 5 hints (for the five things you need to do). Just get the item required, talk to the person in question, and choose “I have something for you.” To keep it short, you need to:
– Give a Wildflower Bouquet to Commander Haider, (Crafting a Bouquet will give you the Home Decor Achievement)
– Give a Pearl to Major Sydney,
– Give an Oakbear to Ensign Len,
– Give Shawarma to Ensign Nasir, and
– Give a Milk Date Cake to Ensign Sauer.
Noteworthy Coalition Officers
Admiral Isch: A Demanding Commander
Admiral Isch will give you many item-gathering quests. I’m not going through those here and I don’t plan to, but worthy of note is the one to get Bottled Oil. If you drink Bottled Oil, you get the achievement “Dinosaur Juice.”
Captain Devos: Welcome (Back) to the Coalition
Speaking to Captain Devos will get you into the Coalition as an Honourary Major, and you’ll be able to buy Coalition uniforms and armour from Ensign Astrid.
Major Grant (and the Troops at the Shore Camp)
Major Grant and his troops can give you items when they go to the mainland for expeditions. Different Coalition members at the Shore Camp can offer different things. A few examples:
All you need to do is have the money to pay the expedition members back when they come back in the evening.
Major Kriss (in the west room of the Back Building) can give you the quest “Joining Forces” to let you buy coalition weapons from Lieutenant Gaston beside Kriss.
After this quest, you can repeatedly do the quest “Personal Upgrade” to upgrade a Suncrack to a Coalition Suncrack.
At this point, many characters around Icarus will offer item-gathering quests. It is my understanding/hypothesis that these are repeatable, and that there aren’t necessarily any big quest-driven changes that will happen later (major enough to warrant a Phase 4 in my guide, for instance).
