Introduction

 
Skip straight to the conclusion for results. 
The plan is to make a graph of energy per item vs the amount of power efficiency modules to speed modules,and then to use optimisation to find the best energy per item. 
 
The y axis is energy per item. 
The x axis is number of power modules.I’m doing this assuming all 4 module slots are used so at 1 X (one power module) there is 3 speed modules

I tried my best to fit a equation to the results,the plan is to later combine this equation with the one for speed modules. 
 
 

Graphing Speed Modules

 
The speed module effects both power use and speed (productivity in game) they change the productivity percentage but not the power efficiency percentage . Power use increases in the max required input.

The power use and speed increase by 100% per module.

The power use increases but the number of items produced also increases at the same rate so overall there is no effect on the amount of energy used to produce one item. 
Fitting this to same graph as power efficiency (remembering that x is number of power modules so 4-x is the amount of speed modules)

Combining The Graphs

 
Since the power use multiplier of speed modules is always one the final graph of energy per item vs modules is just the graph of the power efficiency module.

Theirs no need to optimise to find the best module ratio for power use.The graph is quite clear. 
 
 

Conclusion

 
Speed modules have no effect on energy used to produce one item. The assembler uses more power but works quicker.If the assembler is using too much power for your grid I would recommend a battery that would recharge when its not in use to cope with the peaks. 
 
The power efficiency modules decrease the power needed per item. 
 
There is no optimal setup its simply a matter of using speed modules when you can afford them power wise,and using power efficiency modules when u need power.
