Do not put “Low” in “Postprocessing”, it will deactivate some other effects you may want to have.
I tried some solutions I found on internet, and the one that worked is this one. This solution is not mine, I am just sharing it here to save you some time.

Find Engine.ini file
- Close the game if you have it open.
- Navigate to this path: (In windows you can put it in the search option, it will open the folder)
%localappdata%\HellbladeGame\Saved\Config\WindowsNoEditor
- In this folder locale the file called Engine.ini, press right click and “open with” Notepad.
Edit your custom configuration
In this notepad you can add a lot of custom configurations that the game does not have in its menu.
- The file must be blank, you first need to type
[SystemSettings]
- Below you can add your own configuration. For turning off motion blur add:
[SystemSettings] r.MotionBlurQuality=0

Lock the file (can skip)
If you want to ensure the game is never going to clean up this file you can do this:
- Close the Notepad.
- Press right click again over Engine.ini, but this time select the option “Properties”.
- In the window activate the option “Read-only”
If you want to make some changes later remeber to disable the “Read-only” option before opening and editing the file.

Now just open again the game, and enjoy rotating your camera without this annoying blur effect.
