Reasons for mod breakage

 
Breakdown reasons: 
1. The launcher itself is still quite raw, it used to be better, and can do different things. 
 
2. You played HOI4 with 2 Family Sharing accounts. 
 
3. Mods are outdated and do not support the current version of the game. 
 
4. Something broke, this includes other reasons that were previously unknown. 
 
 

Breakdown solution

 
There are several solutions to this problem. The very first one helped me, which I’ll tell you about, if it doesn’t help, try the rest. 
 
1. Unsubscribe from all modifications of the steam workshop for hoi4. (Community -> Workshop -> Your files -> Subscriptions -> SELECT HOI4 NEAR FILTERS -> Unsubscribe from everything.) 
After that, download a trial version of any working mod, load it in the launcher into a new playset, and it should work. 
Do not log into HOI4 on other accounts from the same computer anymore, this will lead to repeated breakdown. Play on one account. 
 
If it didn’t help you, then God and Google will help you. There are a couple more options, but they are unlikely to work. 
 
2. Check if the mods are suitable for the current version of the game (check the comments under the mod, they may write there that the mod is not working). If you know which version of the mod it works on, install it via demo content. Not all versions are there and not all work even like this. 
 
3. You probably have already done this, but if not, then check the integrity of the game files. 
 
4. Uninstall the game and load to another drive. If you have one disk, then in another folder, create it in advance.
