A deep lore analysis of why Novac’s No-Bark Noonan is the Chosen One from Fallout 2.
 
 

Section I: The Chosen One

The Chosen One is the playable protagonist of Fallout 2 (1998) and are the grandchild of the legendary Vault Dweller. They are tasked with finding a Garden of Eden Creation Kit and along their journey they find that their village, Arroyo, has been sacked by the Enclave, the remnants of the United States government. The Chosen One locates an old ship and uses it to gain access to the Enclave’s headquarters on the Poseidon Oil Rig off the coast of California. The Chosen One rigs the Enclave’s reactor to blow and destroys the Oil RIg, causing the remaining Enclave personnel to evacuate to Raven Rock, in the Capital Wasteland.
 
 
 

II: No-Bark Noonan

No-Bark Noonan is an NPC from the town of Novac in the Mojave Wasteland. He is an older gentleman who was stung in the brain multiple times by a Radscorpion, causing him to become delusional and insane, resulting in his many conspiracy theories that the Courier can choose to listen to.
 
 
 

III: They are one and the same

The reason that the Chosen One is the same person as No-Bark Noonan is because of these following reasons:
 
1. The Chosen One is supposed to be around 16 to 21 at the time of Fallout 2, around the year 2241, since they still have to go through the Arroyan Temple of Trials. No-Bark Noonan is likely in his 60s at the time of New Vegas, which is set in 2281, judging by appearance, meaning that he is the perfect age to be the Chosen One.
 
2. All of the references to the Chosen One appear in and around Novac, the location which No-Bark Noonan has taken up residence. These references include: That Gun, which is the Chosen One’s 5.56 pistol in and also the Crashed Highwayman, the car that the Chosen One found and repaired.
 
3. No-Bark Noonan mentions meeting an intelligent rat, a reference to Brain, the intelligent rat from Fallout 2.
 
 
Therefore, No-Bark Noonan is the Chosen One.
