Sensitivity
I should say at the beginning that there is no best sensitivity for CS:GO. There is no sensitivity that will make you the best player or headshot machine. However, there is a reference range of sensitivities that professional players use (most pros are using between 1.5 and 2 in-game sensitivty on 400 DPI.). Low sensitivity is easier to handle, fast sensitivity is more difficult, but provides more mobility. So play with what you feel good about.
Resolution
The best video settings for CS:GO will vastly depend on the individual you’re asking. It’s something that’s pretty much unique to this game, but there are lots of resolution and aspect ratio.
All of these come with their own advantages and disadvantages (some are arguably more of a placebo effect than others, but if it works for you it works) it’s important to note that it’s best to use what you find to be the most comfortable.
4:3 –> For me, it’s my go to resolution because I find it comfortable and I don’t like 16: 9 it doesn’t feel like csgo.
16:9 –> Many of my friends play at 16: 9 you can see more to the sides than at 4:3.
