I frequently return to this game from time to time to play around with numbers. I thought I'd make a quick guide of the numbers needed for upgrades and base tiers. As I play more, this will be updated. Feel free to help fill in the gaps.

Upgrades levels (WiP)

To move from Level 1 to Level 2, you only need Level 1.
 
To move up from Level 2 -> 3, you will need to use Level 1 and Level 2.
 
To move from Level 3 to 4, you will need to have what's in Level 2, Level 3, and so on.
