I’ve made a very simple mod that will remove the low res filter from the game.
 
 

The Mod

The archive contains a standard release of the BepInEx modding framework as well as the mod plugin.
 
To install the mod simply extract the contents of the archive into: C:\Program Files (x86)\Steam\steamapps\common\Alisa\Alisa v1.0 (Windows)
 
To uninstall the mod delete the extracted files from the game directory.
